SIL Claims and Payment Changes from 1 July 2026
A practical guide to the July 2026 SIL claiming and payment changes for participants, families, support coordinators and Supported Independent Living providers.

The NDIA has introduced new claiming requirements and registration rules for Supported Independent Living (SIL) from 1 July 2026. The changes matter to providers and plan managers, but participants, families and support coordinators may also notice updated invoice details or need to confirm a provider's registration pathway.
A new SIL support item
For SIL supports delivered before 1 July 2026, the NDIA says providers must continue using support item 0115, Assistance with daily life tasks in a group or shared living arrangement.
For SIL supports delivered from 1 July 2026, providers must use the new support item 0138, Assistance with Supported Independent Living. Plan managers should therefore expect invoices for post-1 July SIL supports to use item 0138.
Registration and the 1 October deadline
The official update also sets out transitional arrangements. Unregistered providers that were delivering SIL before 1 July 2026 must apply for registration if they want to continue providing SIL after 1 October 2026. Providers that have applied can continue claiming under 0138 while their application is assessed.
From 1 October, the NDIA says plan managers should reject SIL invoices from providers that are neither registered nor applying for registration. Providers are encouraged to include their registration or application number on invoices.
Because eligibility can depend on a provider's circumstances and the date a service was delivered, providers and plan managers should read the full NDIA notice and the NDIS Commission Reform Hub guidance rather than relying only on a summary.
What participants and families can check
Participants do not need to become billing experts, but a few practical questions can reduce uncertainty:
- Does the invoice describe when the support was delivered?
- Is the correct SIL item being used for the service date?
- Has the provider explained any change in invoice wording?
- If the provider is in a transition period, has it confirmed its registration or application status?
- Does the service still match the participant's agreed supports and goals?
A new claiming code should not replace clear communication about the actual support delivered.
For support coordinators and plan managers
Support coordinators may want to check that participants understand any provider communication and know who to contact if an invoice is rejected. Plan managers should apply the NDIA rules to the relevant service date and registration circumstances. Where information is unclear, confirm it with the provider and refer to the official source.
